Rules regarding minors attending events/SCA Functions
. 10.3 Minors
. 10.3.1 Minors attending an event must have either a signed
Minor Waiver, or a signed blue membership card, before admission
to an event.
. 10.3.2 Minors under the age of 18 are not permitted to enter
(or remain on) an event site without an adult who is designated
as being responsible for them. If the adult in question is not
the minor's parent or guardian, that adult must have a signed
medical authorization form from the parent or legal guardian, to
be presented at registration at the event. This medical
authorization form must be notarized.
. 10.3.3 Any person who has not yet reached his or her sixteenth
birthday is forbidden to carry live steel (with the exception of
rapier gear under the supervision of a marshal).
. 10.3.3.1 If such occurs, the person will be required to
relinquish the steel immediately into the possession of the
adult responsible for the minor for return after the event ends.
10.3.3.2 Sale of live steel to persons under sixteen at Society
events is prohibited.
Book of Policy:
1.7 Chancellor of Youth Activities
1.7.1 The Purpose of the Youth Activities Program. To
encourage the education of youth about the SCA, Medieval and
Renaissance history. To establish methods through which the
youth of the SCA can become more fully involved in SCA
activities appropriate for their age and ability. To coordinate
with Autocrats and their volunteers in order to provide planned,
age-appropriate, historically relevant activities without
providing “baby-sitting” or “day-care” services.
1.7.2 Responsibilities of the Chancellor of Youth Activities
1.7.2.1 To establish and oversee Kingdom youth programs.
1.7.2.2 To keep local officers and the Seneschallate notified of
relevant changes to the office, and facilitate communication
between all of the other offices.
1.7.2.3 To report as required to the Society Minister of
Children and Kingdom Seneschal.
1.7.2.4 To maintain a current warrant roster of all officers for
Youth Activities in Atlantia.
1.7.2.5 To be responsible for all youth-related web sites in
Atlantia.
1.7.2.6 To develop programs and policies to assist officers in
welcoming the youth of Atlantia to the Kingdom and the SCA and
provide support to those officers in the form of resource
materials.
1.7.2.7 To develop and maintain guidelines related to offering
youth programming at events.
1.7.2.8 To coordinate youth and children's activities at
Atlantian Kingdom-level events, and assist in such coordination
of Atlantian-sponsored activities at inter-kingdom wars,
universities, and collegia as appropriate.
1.7.2.9 To maintain the following deputies:
1.7.2.9.1 The Dean of Children – responsible for activities for
ages 4-10.
1.7.2.9.2 The Dean of Pages – responsible for activities for
ages 9-14.
1.7.2.9.3 The Dean for Youth – responsible for activities for
ages 13-18.
1.7.2.9.3.1 The Dean of Youth will serve as the adult mentor to
the Teen Coordinator and the Atlantian Council of Youth.
1.7.2.9.3.2 The Teen Coordinator will be a member of the SCA
aged 13-18.
1.7.2.9.4 Regional Deputies for Youth Activities.
1.7.2.10 To oversee and aid local group officers for Youth
Activities, who will be known as "Chancellors Minor," as
required by the needs of the local group.
1.7.2.10.1 For those groups without a local youth officer, the
office of the Seneschal(e) shall be responsible for the duties
of the office.
1.7.2.11 Warrants
1.7.2.11.1 All deputies for the Chancellor for Youth Activities
must be at least 16 years of age and a paid member of the SCA.
1.7.2.11.2 To receive a warrant, a postal letter (not email)
must be sent to the Chancellor of Youth Activities. The letter
must include the nominee’s SCA and legal names, complete
address, telephone number, email address (if any), times most
easily reached by phone, local group, and membership number and
expiration date.
1.7.3 Responsibilities of the deputies to the Chancellor of
Youth Activities:
1.7.3.1 To maintain copies of the SCA Organizational Handbook
and the Laws and Policies of Atlantia.
1.7.3.2 To attend scheduled training sessions (University,
Unevent, etc.) with the Chancellor of Youth Activities as
appropriate. He/she may send a representative with a written
proxy.
1.7.3.3 Reporting
1.7.3.3.1 It is the duty of all deputies for youth activities to
keep the Chancellor of Youth Activities informed of local
developments related to children's programming and activities
through regular reports. The reporting schedule shall be the
same as that of the seneschal (quarterly by the 15th of April,
July, October, January). If there is no activity related to
youth programming during a specific period, specify such in the
report. All reports (hard copy or electronic) must include the
information as required for the seneschal's report, with the
focus on children's activities.
1.7.3.3.2 Any coordinator for youth activities (Children's
Corners, Page activities, Young Adult activities) at an event
must file a report within 2 weeks after the event with the
Chancellor of Youth Activities. A copy should be sent to the
autocrat and local seneschal, listing the following: details on
any problems with parents and/or their children, number of
youths and what age ranges, and general notes on what worked and
what did not work and why.
1.7.3.4 To encourage the education of Atlantian youth in
Medieval and Renaissance history, and encourage their
participation in the SCA through coordinating with Kingdom Youth
Officers, event autocrats, and their youth activities event
volunteers on the provision of age-appropriate, historically
interesting activities, in conformity with programs
offered/monitored at the kingdom level.
1.7.3.5 To assist the Chatelaine’s office in the organization of
demonstrations geared towards children and families.
1.7.3.6 To provide current information about the Kingdom’s youth
programs to members, newcomers, prospective members, and the
general public.
1.7.3.7 Additional Duties of the Dean of Children’s
Activities
1.7.3.7.1 To work with local event autocrats and their youth
activities event volunteers (both for local events and on
kingdom events) on the provision of age-appropriate,
historically interesting activities, for children ages 4-10 in
Children's Corners.
1.7.3.7.2 To provide materials and training on policies of
Children's Corners to local youth officers, event autocrats, and
their youth activities event coordinators.
1.7.3.7.3 Policies regarding Children’s Corners
1.7.3.7.3.1 A “Coordinator” is the volunteer selected by the
event autocrat to run Children's Corners at a specific event.
This individual shall be at least 18 years of age and shall wear
a name tag or other item that clearly identifies them as the
Coordinator. The Coordinator shall communicate with the Dean of
Children to be sure they know the current policies of the office
regarding Children's Corners and kingdom law regarding minors
are carried out.
1.7.3.7.3.2 Coordinators must have one adult or helper to every
five children attending a Children's Corner. If Coordinators
cannot get the help they need they must not provide Children's
Corners, or they must otherwise limit participation until enough
help is present (i.e., if you have two adults you limit child
participation to ten children until you get the help of another
adult). Exceptions can be made for group sports in which
children are playing on a team that requires more people. These
helpers must be at least fourteen years old. Helpers cannot be
left in charge of the Children’s Corner. All helpers need to
wear identifying name tags or other items that clearly identify
them as associated with helping at the Children's Corner.
1.7.3.7.3.3 Minors under the age of 14 are not suitable helpers.
1.7.3.7.3.4 No adult/older teen can ever be alone with a single
child (so bathroom runs if you do them need to have either two
adults and one child, or two children and one adult, or everyone
will need to go). If children go to the bathroom on their own,
they need to sign in and out (and parents need to be aware that
their children will be going by themselves to the bathroom by
signing in and out). No four- or five-year-old can go to the
bathroom by him- or herself.
1.7.3.7.3.5 Children can never be left unattended by an adult
when the children are participating in Children's Corners.
1.7.3.7.3.6 Children under the age of four may participate in
Children's Corners at the Coordinator's discretion, but must
have their parent/guardian present at Children's Corner at all
times. Children ages four through eight must have their parents
check in periodically.
1.7.3.7.3.7 Children must wear nametags with their name and that
of their parents/person responsible for them printed on it.
1.7.3.7.3.8 Coordinators and their staff may not strike or yell
at the child even if a child is a discipline problem
(disruptive, sulky, crying, abusive), even if the parent
verbally told you this was "okay". The second adult helper will
simply return the child immediately to the child's
parent/guardian and the child is not to return until the child
agrees to behave. If a child is endangering himself or herself
or others or is engaging in disruptive or abusive behavior, the
child's parent or guardian or parental representative will be
approached and expected to handle the situation immediately. If
problems persist with a child after the parent or guardian or
parental representative has been notified, the matter must be
handled by the appropriate group seneschal and/or autocrat.
1.7.3.7.3.9 If a child is badly hurt or bleeding, the
Coordinator or other volunteer must take the child to get first
aid first, then get the parent (unless there is an extra adult
to send, then this can be done simultaneously). If the child is
only mildly hurt (a bruise or bump and is crying for attention)
the Coordinator or a helper must take the child to the child's
parent for treatment.
1.7.3.7.3.10 Coordinators must use a sign-in/out sheet for
children. (See the form on the Chancellor for Youth Activities
web site http://youth.atlantia.sca.org.) No child can
participate without having their parent/older responsible party
signing them in and out.
1.7.3.7.3.11 Coordinators cannot leave until all the children
are returned to their parents. The location of the parent must
be indicated on the Sign-In/Out Form.
1.7.3.7.3.12 The following policies shall be posted
prominently at sites offering Children's Corners:
Age: Children's Corner is primarily intended for children
age four through eight.
Children must be toilet-trained and able to dress themselves.
Younger or less-able children must be accompanied by a
parent/guardian or older responsible party at all times. (Minors
under the age of fourteen are not suitable child-minders for
younger children.)
Registration: At public events, such as demonstrations,
the parent/guardian must remain in attendance at all times.
Participants must be signed in/out by a parent, guardian, or
other responsible party, and must be picked up no later than 15
minutes after the posted close of Children's Corner. Children
must be attired in simple garb, have minor waivers on file with
event registration, and must be properly identified with their
name and the name of their parents or person responsible for
them at the event on their person at all times. You must sign-in
on the appropriate sign-in sheet, including where you will be
on-site. Children must not bring personal articles with them
while attending Supervised Children's Activities, and the
Coordinator will not be responsible for lost, broken, or stolen
items.
Behavior: Children must be checked on periodically by
parents, guardians, or older teens to ensure their safety and
suitable behavior. Parents will be responsible for disciplining
their children. Children who are disruptive of programming will
receive one verbal request to stop the specific behavior.
Continued disruption will result in the child being returned to
the parent. The child may not return to activities without
parent or guardian in attendance.
Support: It is requested that parents make a donation of
supplies or contribute volunteer hours to the Children's Corner.
(We remind parents that the Children's Corner is not a
baby-sitting service and is provided as a courtesy to event
participants.) Our wish list of preferred donations includes,
but is not limited to: complete simple board games, puzzles,
blocks, coloring books, storybooks, jump ropes, balls, as well
as arts & craft supplies like paint, paper, glue, glitter,
beads, clay, and crayons. All SCA parents need to donate items
or time. Children whose parents who consistently refuse to do
this may be denied participation in Children's Corners.
1.7.3.7.3.13 No lunch or snacks will be provided.
1.7.3.7.4 Children’s Corners at Demos
1.7.3.7.4.1 All policies for Children’s Corners must be followed
in addition to the following:
1.7.3.7.4.2 Non-SCA Children must be accompanied by a
parent/guardian or older responsible party at all times.
1.7.3.7.4.3 Parents of non-SCA children must take them on
bathroom runs.
1.7.3.7.5 To coordinate with the Pennsic Staff and the Known
World Children's Fete Coordinator for the provision of
activities, advertising, fund-raising and overseeing the budget,
and other administrative help for the Known World Children's
Fete at Pennsic when it is hosted by Atlantia.
1.7.3.8 Additional Duties of the Dean of Pages
1.7.3.8.1 To uphold the purpose of the Atlantian Pages Academy
as set forth in the Charter of the Pages Academy.
1.7.3.8.2 To administer the Pages Academy as assisted by the
Registrar.
1.7.3.8.3 To solicit teachers and coordinate age-approporiate,
historically interesting activities for youths ages 9-14 at
Kingdom Universities, Kingdom A&S Festival, and Inter-kingdom
events by working with Kingdom event autocrats and their youth
activities volunteers.
1.7.3.8.4 To work with local event autocrats and their youth
activities event volunteers on the provision of age-appropriate,
historically interesting classes/workshops, activities,
competitions for youths ages 9-14 through the Pages Academy
structure.
1.7.3.8.5 To recruit Student Pages for the Pages Academy.
1.7.3.8.6 To coordinate with the Crown, Chancellors Minor, and
Event Youth Activity Volunteers for providing proper ceremonies
for Pages.
1.7.3.8.7 To administer the budget of the Pages Academy.
1.7.3.8.8 To make updates to the Hornbook (the program’s “How To
Manual” for Student Pages), official handouts, and the Pages
Academy program over time to best meet the needs of the Students
and the Kingdom.
1.7.3.8.9 To report to the Regent(s) of the Pages Academy on the
progress of the Academy and its Student Pages.
1.7.3.8.10 The Dean of the Pages Academy will be assisted by a
Registrar. The duties of the Registrar of the Pages Academy
include:
1.7.3.8.10.1 Maintaining the paperwork associated with the Pages
Academy.
1.7.3.8.10.2 Maintaining the regalia of the Pages Academy.
1.7.3.8.10.3 Keeping up-to-date transcripts of the Students of
the Pages Academy.
1.7.3.8.10.4 Coordinating with the Registrar of Atlantian
University for the crediting of Pages with classes taken through
Atlantian University.
1.7.3.8.10.5 Answering questions relative to their status or the
accreditation of a class/activity.
1.7.3.8.10.6 Communication with Pages, Parents, and Sponsors on
upcoming classes/workshops, activities, and competitions.
1.7.3.8.10.7 Assisting the Dean with communications with
Teachers and Activities/Competition Cooridinators on the
provision and accreditation of classes/workshops, activities,
and competitions.
1.7.3.8.10.8 Maintaining the database of teachers, "canned
classes," and handouts.
1.7.3.8.11 A "Proctor" is the volunteer selected by the event
autocrat to run Pages' Activities at a specific event. This
individual shall be at least 18 years of age and shall wear a
name tag or other item that clearly identifies them as the
Proctor. The Proctor shall coordinate with the Dean of Pages to
be sure they know and understand the current policies of the
office regarding Pages Academy activities, and accreditation
that are carried out at the event.
1.7.3.9 Additional Duties of the Dean for Young Adults
1.7.3.9.1 Coordinating with event autocrats for an area at their
event as gathering spot for Young Adults.
1.7.3.9.2 Providing content for a website geared to Young Adults
in the SCA.
1.7.3.9.3 Working with the Chancellor for Youth Activities to
establish youth-run events and activities.
1.7.3.9.4 The Dean of Youth will coordinate with the Kingdom
Events Deputy in soliciting and/or organizing bids for the
Tournaments of Chivalry will be an event run by the Young Adults
of Atlantia.
1.7.3.9.5 Bids for the Tournaments of Chivalry will be sent to
the Kingdom Event Deputy according to the posted schedule.
1.7.3.9.6 Staff of the Tournament of Chivalry will meet the
following requirements:
1.7.3.9.6.1 The Event Steward for the Tournaments of Chivalry
will be an adult member and will mentor a youth (ages 13-18),
deputy steward.
1.7.3.9.6.2 The Reservationist and/or Gatekeeper for the
Tournaments of Chivalry must be at least 18 years of age. Youth
may act as assistants to this position.
1.7.3.9.6.3 The head cook for the Tournaments of Chivalry may be
a Young Adult, but must have an adult as co-cook.
1.7.3.9.9 The marshal in charge and the minister of the lists
must be warranted officers. The Marshal in Charge must be a
member of the Order of the Chivalry and serves as liaison
between the Order and the Event Stewards.
1.7.3.11.1 Local groups are encouraged to maintain a warranted
Chancellor Minor for their branch to establish and oversee all
youth programs as appropriate for their group. The Chancellor
Minor serves as a deputy to the Seneschal(e) and should work
closely with that office regarding educational programs for
youth. Duties shall include:
1.7.3.11.1.1 To coordinate with autocrats the provision of
children’s activities at appropriate local events.
1.7.3.11.1.2 To administer the Atlantian Pages Academy at the
local level by encouraging the provision of classes/activities
geared toward youths ages 9-14 at the local level and by
recruiting candidates for the Pages Academy.
1.7.4 Concerning Minors and Events
1.7.4.1 No boffer activities are to be offered without the prior
approval of the Kingdom Marshal.

What: The Society Seneschal Policy for Youth Activities has been
expanded
to clarify requirements, responsibilities, enforcement, and
repercussions for
noncompliance. Please see the attached document stating the
precise
policy.
Who does this policy affect: All participants in SCA events as
defined in
Corpora.
When is this new policy in effect: The policy went into effect

May, 2007.
Does this policy receive further review? Yes. The Board of
Directors will review this policy at the June, 2007 conference
call and uphold, overturn, or return the document for further
work.
What does this policy do?
• This policy outlines the specific, minimum supervisory
requirements for Youth Activities at SCA events as defined in
Corpora. Any use of the term "event" in this policy refers to
the definition in Corpora.
• This policy outlines the specific remedies for noncompliance
available to and required of SCA officials in charge of events.
• This policy codifies the requirement for parental/guardian
responsibilities for minors that they bring to SCA events.
• This policy outlines the specific remedies for noncompliance
available to and required of SCA officials in charge of events.
Who do I contact with questions or concerns? You may contact the
issuing authority—the Society Seneschal and Vice President of
Operations of the SCA, or the Board of Directors.
REVISED: VIII. Children's Activities
See Appendix A for additional guidelines for Youth activities in
the SCA
A. Requirement: The "Two Deep" Rule. For all organized
SCA activities for minors{known in the SCA as Youth Activities},
a minimum of two adults (at or above the age of legal majority
in the state, province, or country in which the ctivity occurs),
unrelated to one another by blood, marriage, or relationship,
must a be present. This policy does not relieve parents or
guardians of their primary responsibility for the welfare and
behavior of their children. Parents (or guardians who bring
minors to an event (as defined in Corpora) must ensure their
children's activities are compliant with SCA Governing
Documents, Laws, Policies, and site rules—to include any
Kingdom—or event—rules regarding a requirement for minors 12 and
under to be within sight/sound of responsible parent/guardian at
all times.. This policy is not subject to variance nor does it
permit pre-existing non-conforming activities.
B. Authority: This policy is executed under the authority
of the Vice President of
Operations of the SCA, Inc., (Society Seneschal) and covers all
events as defined
in Corpora.
C. Enforcement: Individuals in charge of events are
required to enforce this policy.
If an activity begins with compliance, but the number of
un-related adults present
drops below two, the activity will cease at once and not resume
until compliance
is re-established. Persons in charge of events are required to
report to their branch
superior when non-compliance has been discovered.
D. Penalties for noncompliance:
a. Violation of the "two-deep" rule.
i. When activities with minors present are out of compliance,
the official discovering the lapse will correct it immediately
or terminate the activity. All lapses require a report of the
incident to the official's superior. Under emergency conditions
it is expected that persons in charge will act to ensure safety
first and compliance second.
ii. Individuals who knowingly violate this policy will be banned
from representing the SCA as an officer in the operations chain
via administrative sanctions as described in Corpora Section X,
and
the Uniform Sanction Procedure.
b. Neglect of Parental (or Guardian) responsibility for minors:
i. If event/branch/SCA officials find minors in breach of SCA
Governing Documents, Laws, Policies, or site rules they will
(for a first offense) escort the minors to their parent/guardian
and issue a verbal warning. A report on the incident will be
tendered to the
Kingdom Seneschal.
ii. On a second offense at a given event, the parent(s)/guardian(s)
will be required to keep their minor(s) with them for the
remainder of the function. A report on the incident will be
tendered to the Kingdom and Society Seneschal.
iii. On a third offense, the minor(s) *and* parent(s)/guardian(s)
will be expelled from the event, and the matter will be reported
to Kingdom and Society Seneschals.
iv. Habitual offenders will be subject to review by Kingdom and
Society level for possible sanctions
Guidelines:
Please read the Chancellor of Youth Policy and the Children's
Corner rules and familiarize yourself with them. Please
post Children's Corner rules (see link) at all Children's
Corners.
The following are guidelines/suggestions for Children's
Corner:
The person in charge of Children's Corners shall be known as the
"Children's Corner Coordinator" and shall wear a name tag or
other item that clearly identifies them as the Coordinator.
Children's Corner Coordinator shall be at least 18 years of age
Children can never be left unattended by an adult when
participating in Children's Corner. Coordinators must have at
least one helper, preferably a ratio of one adult to every five
children. That helper should at least 14 years old. All helpers
need to wear identifying nametags or other item that clearly
identifies them as associated with helping at the Children's
Corner. If a Coordinator cannot get the help they need,
Children's Corner should not be provided or otherwise limit
participation until you get the help necessary.
Have sign in Sheets for parents/guardians. Ensure you know
child's name, parent's name (SCA and Mundane), parent location.
Ensure parent/guardian knows time CC ends and requirement to
pick child up within 15 minutes of closing.
Children's Corners are for children ages 4-8. Younger children
can come but must have an adult with them at all times. Older
children are also invited as long as they are not disruptive.
For Children's Corners which will include non-SCA children, a
parent/guardian must be present at all times.
Children must wear name tags with their name and that of their
parents printed on it. In a pinch paper name tags and safety
pins work or the sticky nametags you get at conferences.
Children's Corners should last at least two hours and each
individual session should last at least one hour (sessions need
not be back to back). Children's Corners could include a craft
project, a game, a bardic-like activity (story, song, dancing,
poem). We recommend that a particular activity run for between
15-20 minutes, before moving on to another activity.
Please let the troll and other staff know where Children's
Corner will be held at the event. Make signs to place at troll
and other locations around the site listing the times and
location(s) of Children's Corner (and perhaps the schedule of
activities). Ask a herald to cry when and where Children's
Corner will be at the event (15 minutes before it starts). Also
have a herald cry 15 minutes before it ends so parents are
reminded to pick up their children.
If a child is a discipline problem (disruptive, sulky, crying,
abusive), please remember that Coordinators and their staff may
not strike or yell at the child (even if the parent verbally
told you this was "okay"). The second adult helper will simply

parents who fail to show up by 15 minutes after the end of the
scheduled time (by finding a herald and asking the herald to cry
the camp for the parent. Coordinators should have the location
of the parent on the Sign-In/Out Form).
No boffer activities are to be offered by the Children's Corner
Coordinator. Please see the Youth Combat website at http://youth.atlantia.sca.org
for more information about youth combat.
We ask that all SCAdian parents donate items or their time.
Suggested items to donate: paper, crayons, washable markers,
felt, non-toxic glue, glitter, games such as jacks, checkers and
other board games, wood blocks, craft items, appropriate books.
We suggest Coordinators bring with them, in addition to the
supplies for the crafts/games, the following general supplies:
pens and something to write on, masking tape, safety pins,
markers and paper/cardboard for signs, trash bags, paper towels,
sanitary hand wipes, first aid kit (or have a chirurgeon
standing by). For non-SCAdian Children's Corners the Children's
Coordinators should arrange to have a chirurgeon or mundane
licensed first aid provider near by.
Please clean up the site of Children's Corner at the end of the
period it is offered.
Please send the Dean of Children (kmom@atlantia.sca.org), a list
of all SCAdian adults who help out so that they can be sent
thank you notes.
Additional information regarding Demos
All policies for Children's Corners must be followed in
addition to the following:
Non-SCA Children must be accompanied by a parent/guardian or
older responsible party at all times.
Parents of non-SCA children must take them on bathroom runs.
Sponsoring a Youth A&S Competition
The following are things to keep in mind if you are considering
sponsoring a youth competition in the arts and sciences. If you
are considering sponsoring boffer or other marshalate activities
for youth, please contact the Earl Marshal.
* You can offer or work with your local A&S officer to offer
displays and competitions geared towards teens, or include in
your current A&S competitions and displays a youth category.
* However, be sure to first have youths in the right age group
who might be interested in entering the competitions and
displays (through advertising and encouraging entrants)
* You can add youth categories to already existing A&S
competitions and displays by adding them as a separate category
with a separate prize for competitions (so kids are judged
against other kids only). I suggest the following description:
"for youths ages 17 and under." Or you can break it up in the
following categories "10-13, 14-17." You could also just offer a
handicap for youths who participate in competitions (i.e. they
are judged with adult entries but they are given extra points
just because they are kids - if you go this route I suggest a
handicap of 20 points. I, myself, prefer to give them their own
category and not a handicap. I think you get more entrants and
it is fairer to kids and adults.)
* You can also add a youth category with less stringent demands
(but it still should require documentation). See for example the
Triathlon rules for Youths at Kingdom A&S 2002.
* You will want to talk to your local MOAS and possibly the
Kingdom A&S officer Dep. For Competitions, as well as the
Kingdom Minister of Minors or Dean of the Pages Academy for
suggestions on this as well. |
